This series specification describes four levels of engineering classes used in the Department of Consumer Affairs DCA in which incumbents analyze, design, and conduct air quality monitoring and control programs and perform a broad range of field and office engineering duties.
Incumbents investigate, study, and design methods for measurement of air pollution and emissions of air contaminants; research and analyze evolving technology; consult with equipment manufacturers, public contractors, Federal, State, and local agencies concerned with air quality control, and develop specifications for test equipment, engineering contract proposals, and overall program requirements in accordance with legislation and regulations.
Positions will be allocated to the levels in this series according to the variety and complexity of the assigned work; independence of action; consequence of error; impact of decisions on statewide programs; extent of program planning and policy development responsibility; degree of originality and initiative required; degree of supervision exercised or received; extent of management responsibility and delegation from higher levels.
This is the entry and first working level in the series. Incumbents in Range A work under close supervision and perform the less difficult air quality engineering and motor vehicle pollution control work.
Duties may include: maintain, calibrate, and procure various equipment for an engineering laboratory; conduct quality control audits; collect, analyze, and evaluate statistical reports and test data to determine compliance with program requirements, laws, and regulations; observe and analyze roadside inspection procedures; assist in the administration of engineering contracts; respond to inquiries and correspondence; research problems and draft reports and recommendations; and do other related work.
Incumbents advance to Range B as experience and competence increases. Range B is the intermediate working level. Incumbents independently perform engineering work of average difficulty under general supervision. Incumbents may perform all of the duties above, but require less supervision, and: assist in the design, approval, and certification of automotive emissions test equipment; conduct research on technical problems associated with the design and operation of motor vehicle emissions control systems; assist in software verification and hardware accuracy and reliability testing; and do other related work.
Incumbents advance to Range C as experience and competence increases. Incumbents at this level, under general direction, may perform all of the above duties and may be assigned the full range of the more difficult, varied, and complex engineering work.
These additional duties may include: perform independent, varied, and complex technical research and statistical engineering work; act as lead engineer and review study objectives, tasks, and workload for proper project management; oversee test center operations; perform final analysis of data to evaluate equipment for accuracy, repeatability, and correlation; perform tasks associated with the certification and auditing of gas blenders; develop comprehensive reports; analyze proposed legislation and regulations, advise management on the potential impact, and make recommendations; provide oversight for the electronic transmission project; provide consultation and coordination in joint studies; develop computer-based examinations; establish and implement licensing and training requirements for technicians; develop and implement certification requirements for training providers; and do other related work.
This is the expert level in the series. These programs or projects typically involve intense conflict dealing with state-of-the-art technology, public concern, local, State or Federal Government issues, costs, and business interests. Incumbents at this level possess expertise greater than required for full journey level engineering and analytical assignments.
This expertise is critical to completing assignments which directly affect the Department's basic mission. Duties may include all of the above, and: provide technical advice; develop and implement program policies and procedures for field offices, Referee, and Quality Assurance personnel; develop broad policy and legislative proposals which have immediate and long-range impact; and do other related work. This is the working supervisory level in this series.
Under general direction, incumbents perform the most difficult, varied, and complex engineering work; supervise and train a staff of subordinate engineers and technical staff; and do other related work. This is the full supervisory and managerial level in the series.
Incumbents plan, organize, and direct highly complex air quality engineering, motor vehicle pollution control programs or investigative studies into the nature and causes of air pollution. Incumbents have responsibility over an area that is critical to the Department's mission, vision, and goals. Incumbents supervise a variety of professional and technical staff including subordinate Senior Air Quality Engineers; and do other related work.
Promotional candidates who are within six months of satisfying the experience requirement for this class will be admitted to the examination, but they must meet the experience requirement before being eligible for appointment. Equivalent to graduation from college with a major in the environmental sciences, physics, chemistry, mathematics, engineering, or a closely related field.
Registration as a senior in a recognized institution will admit applicants to the examination, but they must produce evidence of graduation or its equivalent before they can be considered eligible for appointment. Possession of a Bachelor's Degree in Environmental Sciences, Physics, Chemistry, Mathematics, Engineering, or a closely related field may be substituted for two years of experience; possession of a Master's Degree in the same fields may be substituted for three years of experience; or possession of a Doctoral Degree may be substituted for four years of experience.
Possession of a Bachelor's Degree in Environmental Sciences, Physics, Chemistry, Mathematics, Engineering, or a closely related field may be substituted for two years of experience; possession of a Master's or Doctoral Degree in the same fields may be substituted for three years of experience. Education experience may not be substituted for supervisory experience.

Knowledge of: Provisions of the Automotive Repair Act and the Vehicle Inspection and Maintenance Program; industry standards for diagnosis and repair of automobiles; tools, equipment, and methods used in the repair, adjustment, and servicing of automobiles and automotive pollution control systems; maintenance and calibration of test equipment; use and operation of automotive emissions measuring devices, and methods of testing safety-related automotive equipment such as engine cooling systems, fluid systems, and brake systems in conformance with the California Vehicle Code; engineering, physics, chemistry, mathematics, and computer science, as related to air quality; research methods; methods of statistical analysis; methods of measuring automotive emissions; laws and regulations applicable to motor vehicle emission control.
Ability to: Collect mobile source emission data; analyze data and reach sound conclusions; apply scientific methods and principles; analyze situations and take effective action; work cooperatively with others; prepare clear, complete, and technically accurate reports; communicate effectively. Knowledge of: All of the above, and research techniques, including the planning of studies and investigations, determining of variables, and developing of reference materials; research reporting techniques; techniques and procedures for evaluating research results; mathematics, computer programming, and applications; Department of Consumer Affairs, Air Resources Board, and Environmental Protection Agency policies and programs.
Ability to: All of the above, and prepare project plans; design studies; develop techniques for handling a large variety of detailed data and analyze these data; communicate the results and implications of studies to nonspecialists; do unusual and difficult research and analytical work.
